If you’re signed up for VA health care, you can get help managing your disability or health condition while living at home. The services you qualify for will depend on your needs and whether a service is available in your area. If you need to, you may be able to use more than one service at the same time. You can get nursing home care in 1 of the 3 different nursing home settings listed below. In each, you’d live there full time and have access to nursing and medical care, as well as help with daily tasks 24 hours a day.
National Observances
State homes must sign an agreement to receive payment from VA for providing care to certain eligible veterans under a State home care agreement. A State home care agreement for nursing home care under this section will provide for payments at the rate determined by the following formula. Eligible veterans under title 38 of the United States Code (U.S.C.), sections 1741 through 1745. Section 1745 sets forth VA's ability to enter into contracts or agreements with State homes to pay for nursing home care provided to eligible veterans within such homes.
Long-term care covers a wide range of services that help veterans manage daily tasks, or cope with disability or illness. VeteranAid.org was created to provide information, free of charge, to veterans, their spouses and families. If you are a veteran, the surviving spouse of a veteran, or the responsible family member of a veteran, we urge you to apply for the VA Aid and Attendance Special Pension at the earliest time possible. This benefit could make the difference between a veteran or surviving spouse living in a high-quality assisted living facility or in a state-operated nursing home. Income doesn’t include SSI, welfare benefits, or unreimbursed medical expenses.

The Department of Veterans Affairs pays for about 14,500 veterans to live in 153 state-run nursing homes as of FY2021. VA oversees these homes by inspecting them to ensure that they meet the agency's quality standards. The CLC Compare replicates Medicare’s five-star rating method as closely as possible, but is still a “work in progress”. For instance, VA is only able to report 11 out of 16 Medicare quality measures for skilled nursing facilities. We are working on the remaining 5 and plan to release those over the next year once they are available. In addition to the three types of nursing home care available to you, you might also be eligible for long-term care provided by the VA.
Some may remember them by their former name as Nursing Home Care Units or VA Nursing Homes. Sometimes they can also be in a separate building within the vicinity of the medical center. Additionally, they may consider other factors like income and insurance coverage while evaluating your eligibility. Do keep in mind that you should already have signed up for health benefits to qualify.
Contract Nursing Home Care
All State homes are owned, operated, and managed by State governments, except for a small number operated by entities under contract with State governments. Neither these contractors nor State governments are small entities as defined in 5 U.S.C. 601. State homes subject to this proposed rulemaking are State homes that are currently under a State home care agreement, those that enter into a new agreement, and any facility that begins an agreement for the first time. The effect of the rule would impose no direct costs on the State homes. Therefore, pursuant to 5 U.S.C. 605, the initial and final regulatory flexibility analysis requirements of 5 U.S.C. 603 and 604 do not apply. Each of these 3 domains are assigned a star rating, and, in addition, an overall 5-Star rating calculated to allow as close of a comparison to community nursing homes as possible.
For these services, you may be able to pay through Medicaid, Medicare, or your own private insurance. Interested veterans should talk with a VA social worker about the eligibility requirements of State Veterans Homes near you, and to figure out a plan for paying for State Veterans Home care services. GAO conducted a nationwide survey to collect information on the 153 state veterans homes providing nursing home care. CMS assigns nursing homes a quality of resident care star rating based on their performance on 16 measures, of which VA currently is able to track and report 11.
Nursing home care in public or private nursing homes is also available to some veterans. Stays in these nursing homes can be limited, however, for veterans with ratings less than 70% and for veterans who do not need care due to a service-connected disability. The Department of Veterans Affairs provides both short-term and long-term care in nursing homes to veterans who aren't sick enough to be in the hospital but are too disabled or elderly to take care of themselves. Priority is given to veterans with service-connected disabilities. The Aid and Attendance and Housebound Improved Pension is perhaps the most important benefit yet also the one most misunderstood by the public. Available for any veteran age 65 or older with 90 days of previous military service, including at least one day of wartime service, the A&A provides a variety of options for long-term care.
Multiply the per diem baseline rate from the previous year by the CMS Skilled Nursing Facilities Market Basket increase in effect as of . The sum establishes the reference total per diem baseline rate from which subsequent fiscal year per diem rates will be calculated. For calculation of SNF per diem rates for subsequent fiscal years VA will apply the CMS SNF Market Basket increase to the total per diem each year. The other 5 are in development and will be released when available. To apply for a contract nursing home, your application must be made by your doctor, a social worker, or a nurse through the right form. VA benefits do not extend to private nursing homes that do not participate in their programs. However, the VA may determine that you require contract nursing home care, in which case you would also be eligible, provided that you are currently in a VA hospital or are on the receiving end of hospital care. Additionally, you could also qualify if you are an active member of the Armed Forces who is in need of nursing care and would qualify as a disabled veteran on the day of discharge.
You may be able to use one or more of these services if you meet all of these requirements. The NCPC publishes periodic articles under the title "Planning for Eldercare". Each article is written to help families recognize the need for long term care planning and to help implement that planning. All elderly people, regardless of current health, should have a long term care plan. A Place for Mom is paid by our participating communities, therefore our service is offered at no charge to families.
